Ordinance - An ordinance is a law enacted by a municipal body such as a village, a town or a city. Ordinances govern matters not already covered by state or federal laws such as zoning, safety and building regulations.

Resolution – A resolution is a written motion adopted by a deliberative body such as village council. The substance of a resolution can be anything that can normally be proposed as a motion. Typically when greater formality is desired, a motion may be made in the form of a resolution which is always submitted in writing.
